| 한글내용요약 | 단말은 전원전원을 켠 후에 GSM 공중 이동망 (PLMN)에 접근하며, 망의 선택은 수동 혹은 자동으로 선택될 수 있다. 단말은 선택된 PLMN 에서 서비스 제공을 위한 적당한 셀을 찾과 그것은 제어 채널과 공조한다. 이때 단말은 위치등록 (LR), GPRS 혹은 IMSI 절차에 따라 선택된 셀에서 등록을 하게된다. 만일 MS가 셀의 권역밖에 있는 경우에는 동일 PLMN내의 다른 셀을 선택하고, 새로운 셀이 다른 등록지역에 있는 경우 LR 요구가 수행된다. PLMN 권역밖에 있는 경우 새로운 PLMN은 자동이나 수동으로 선택된다.
